About Us

Our Team:


  • Our team of professionals all hold Master's and/or post Master's degrees/certifications


  • The team members are highly qualified, New Jersey licensed and/or certified School Psychologists, Learning Disabilities Teacher Consultants, Social Workers, Speech Language Therapists and Occupational Therapists.


  • Our team members possess a wealth of experience working with children from diverse backgrounds in a wide variety of settings; conducting diagnostic evaluations and consulting with parents and Child Study Team members.

Laura McGowan is a Learning Disability Teacher-Consultant for Freehold Township Schools. She conducts educational evaluations for the Princeton Center for Educational Assessments and is contracted to complete assessments as part of the research team for the Gaab Lab. Laura McGowan is a Learning Disability Teacher-Consultant for Freehold Township Schools. She conducts educational evaluations for the Princeton Center for Educational Assessments and is contracted to complete assessments as part of the research team for the Gaab Lab. Laura earned her Bachelor of Arts in Psychology at Rutgers College and has a Master of Science in Special Education from Rutgers University.

Dr. Rowena Moore

Dr. Rowena Moore has over 25 years of experience as a Speech-Language Pathologist.  She earned her bachelor's degrees in special education and elementary education, as well as her master’s and doctoral degrees in speech-language pathology.  Dr Moore is experienced in working with both adults and children who have a variety of communication disorders.  Currently, she works in the West Windsor Plainsboro school district, and she owns her own private practice in Princeton, NJ. Dr. Moore is also an author, and she has published two books. Often described as a world traveler, Dr. Moore enjoys doing international presentations and helping others around the world. Her medical mission trips have taken her to countries like China, El Salvador, Guyana, Kosovo, Nicaragua, and Kenya.  

Donna Corrigan

Donna Corrigan is a Learning Disabilities Teacher-Consultant and conducts educational evaluations for the Princeton Center for Educational Assessments.  Donna was a learning consultant and special education teacher for Freehold Township Schools for 32 years.  She has worked with students with various disabilities throughout her career and continues to tutor students in structured literacy.  Donna graduated from Kean College with degrees in Elementary Education and Psychology.  She has a Master of Science in Special Education from Monmouth University.  Donna holds certifications as an elementary and special education teacher and is a certified reading specialist.

Dr.Yvette Muniz

Dr Muniz has been in the field for over 20 years, providing services to children of preschool age, via Early Intervention, and up through high school. She earned her Bachelor's Degree from Syracuse University in 1990. She continued her graduate work at Hofstra University, where she completed a combined Master's/Doctorate Program in School Psychology and Clinical Psychology in 1995. Dr. Muniz is a Certified School Psychologist in both NY and NJ and is also a Licensed Psychologist in both states. Dr Muniz worked with the K-12 population in the Board of Education public schools in New York and is bilingual in Spanish. She has practiced privately and provided psychotherapy to adults in nursing facilities. In New Jersey, she has been a consultant on the Child Study Team in the West Windsor Plainsboro School District for over 15 years, conducting assessments, case management, and providing counseling services to students K-12. Currently, she is part of the Child Study Team at the Princeton Charter School. Dr. Muniz continues to practice independently at a group private practice,  providing psychotherapy to children and adults. She has been with PCEA conducting assessments since 2021. Dr. Muniz lives in East Windsor with her husband and three daughters. 

Dona Siani

Donna Siani

Donna Siani is a National Certified Diagnostician and a Learning Disabilities Teacher Consultant. She has also been certified by the International Dyslexia Association (IDA) as a Dyslexia Practitioner and holds a Wilson Level 1 certificate. Currently, Donna is a professor of Special Education at the College of New Jersey, teaching graduate level classes in special education. Before her retirement, Donna was an LDTC in a public school setting for over 25 years. Prior to becoming an LDTC, Donna is a special education teacher in N.J. and Texas. Donna has worked with students with learning differences throughout her career and has tutored structured literary to individual and small groups of students. She remains extremely committed to reading and academic achievement, as well as providing learners with the tools they need to ultimately be in charge of their own learning. Donna graduated from Seton Hall University with degrees in elementary education, special education and early childhood education. She obtained a Master’s degree in Special Education at the College of New Jersey and is certified as an Educational Diagnostician from Abilene Christian University. Currently, Donna works part-time at The Lawrenceville School, coaching students with executive function challenges and providing professional development. In her spare time, she enjoys reading, hiking and being with her grandchildren.

Michelle Fisher

Michelle Fisher has over 25 years experience in the field of Special Education. She currently works as a full time LDTC and member of the Child Study Team. She earned her Bachelor's degree in Education from Kutztown University in 1998 and has certification as a Special Education teacher in New Jersey and Pennsylvania. She earned her Master’s degree in Curriculum, Instruction and Supervision from Rider University in 2007 and post-graduate certification as an LDTC from The College of New Jersey in 2011. Mrs. Fisher spent 15 years as a middle level special education teacher in both Resource Center and In Class Resource classrooms teaching all content areas, but especially enjoyed teaching Social Studies and Reading/Language Arts. Michelle has experience working with all levels, but is particularly passionate about middle school. Michelle also works as an instructor with the high school color guard in her district. She lives in Hamilton, NJ, with her husband, kids and two dogs.  

Jennifer Dougherty

Jennifer Dougherty has been in the field of education for 25+ years! She has the privilege of making a positive impact in the lives of many students every day, which she considers a blessing! Jennifer holds certifications as an early childhood, elementary, secondary, and special education teacher, a certified reading specialist, and is a nationally certified school psychologist. She has also completed coursework in school neuropsychology which has enhanced her practice as a school psychologist and has provided her with the knowledge and tools to complete comprehensive evaluations that assist her in identifying strengths related to cognitive, academic, social-emotional, adaptive and behavioral functioning.  She has worked closely with school based teams and outside agencies to support student success.  Jennifer entered the field of education as a special education teacher and has taught at the elementary and secondary level in Pennsylvania in the Philadelphia School District as well as the Council Rock School District. She has worked as a school psychologist since 2007 at the preschool, elementary, middle, and high school levels.  She has also taught collegiate courses at the undergraduate and graduate levels at Rider University, Widener University, and Saint Joseph’s University. In her tenure as a school psychologist, Jennifer has consulted at various levels and continues to emerge as an educator each year through ongoing professional development. She has extensive experience working with students in specialized programs including specialized learning support, autistic support, life skill support and multiple disabilities support. Jennifer also supports families and youth who have been involved with juvenile court to support their needs and meet their goals.  Success for all is her motto, and many school professionals, families, and students highly value the skill set, knowledge, and experience she possesses.

Dr. Gabrielle Yaros

Dr. Yaros has experience providing services to children of preschool age through high school. She currently works as a school psychologist and Child Study Team member in the public schools. She earned her Bachelor's Degree from The College of William and Mary (2011). She completed her doctoral program at the Graduate School of Applied and Professional Psychology at Rutgers University in School Psychology (2017). Dr. Yaros is a Certified School Psychologist in NJ. She has a long history of supporting youth ministry and enjoys being actively involved in her church. Dr. Yaros has been with PCEA conducting assessments since 2024. Dr. Yaros lives in Lawrenceville with her husband and two sons.

Thomas A. Enos, Ph.D. is a certified school psychologist and licensed clinical psychologist who has a wealth of experience in educational assessment, planning and intervention in the public school and private, nonprofit settings. Dr. Enos has conducted over 1,000 psychological evaluations that have contributed to eligibility determination

Thomas A. Enos, Ph.D. is a certified school psychologist and licensed clinical psychologist who has a wealth of experience in educational assessment, planning and intervention in the public school and private, nonprofit settings. Dr. Enos has conducted over 1,000 psychological evaluations that have contributed to eligibility determination and appropriate educational programming, case managed hundreds of students and notably engaged in a critical role in facilitating the development of well recognized special education programs. He has also had experience in special education administration and has mentored several school psychologists and special educators. As a practicing psychologist providing individual psychotherapy, he is well attuned to the personal challenges of those with unique developmental histories and learning styles. Dr. Enos remains dedicated to the provision of sound individual assessments, planning and intervention that meet the highest standards of integrity, ethics and effectiveness.

Dr. Rotter has over forty years of experience in special education. She has been a teacher, special education administrator, training, State Department staff m

Kathleen Rotter, Ed. D., Professor Emeritus, The College of New Jersey, is certified as a Learning Disabilities Teacher Consultant, School Principal and Chief School Administrator. Dr. Rotter has over forty years of experience in special education. She has been a teacher, special education administrator, training, State Department staff member, as well as a college professor. At the college, she taught graduate and undergraduate special education students as well as post master’s students in the L.D.T.C. certification program. She also founded and directed the TCNJ Dyslexia Initiative which included the TCNJ Clinic. As a private consultant, Dr. Rotter has worked with hundreds of school districts and parents’ groups to provide support and training regarding her specialties of dyslexia, learning disabilities, Child Study practices and special education law. Dr. Rotter is committed to ensuring that every child with a disability receives a free, appropriate public education and has dedicated her life’s work toward that goal by supporting compliant, impartial, and thoughtful assessment and research-based instruction.

Heather Tellier, Ph.D.  has been working with students who have special needs for 20 years. She began her career in upstate New York as a resource room teacher and then continued teaching in different states including Arizona, California and Connecticut. She received her LDT/C certificate from the College of New Jersey and worked as a case manager for many years. More recently, she was a case manager at Princeton Charter school and helped to establish the Princeton Center for Educational Assessments.   Heather and her family recently moved to Colorado, and she is now working at the St. Vrain Valley School District in Longmont, Colorado as a Behavior Specialist as well as a researcher for the University of Northern Colorado.

Carol A. Webb, NCED, Ed.D. has been working in the field of special education for over 25 years. Dr. Webb is a certified Teacher of the Handicapped (PreK-21) serving students and families at both the primary and secondary levels of education. Dr. Webb earned her Master’s degree at The College of New Jersey (TCNJ) in the area of special education, and then continued on to earn her certification as a Learning Disabilities Teacher Consultant (LDT/C). In 2010, she passed the national exam to become a Nationally Certification for Education Diagnostician (NCED). In addition to teaching students with disabilities, and serving as an LDT/C on the Child Study Team, she brings experience as a Director of Special Services, where she has had the opportunity to create successful programs for students in the public school environment.. In 2016, Dr. Webb completed her doctorate from Nova Southeastern University in Education Administration with a concentration in Special Education. In addition, she has experience as an Adjunct Faculty Member in the Department of Special Education at TCNJ, and taught classes at both the Undergraduate and Graduate level. In her free time, Dr. Webb enjoys spending time with her family, which includes her husband, their three adult children, and their beautiful grandchildren.
